Tetra was born, raised, and educated in Delaware. She received her undergraduate degree from
Delaware State University where she majored in both Business Management and Business
Marketing. In 2009, Tetra graduated from Wesley College with an MBA in Executive Leadership.
Achieving her childhood dream, Tetra was awarded her Juris Doctorate from Widener University
School of Law in 2012. While at Widener Law, Tetra was a member of the Moe Levine Trial
Advocacy Honor Society, the Black Law Student Association, and the Sports and Entertainment
Law Association.
Licensed in both Delaware and New Jersey, Tetra is a former Deputy Attorney General for the
Delaware Department of Justice. There, she represented the Division of Family Services in child
abuse and neglect cases. As an attorney in private practice, Tetra enjoys Family Law, Criminal
Law, Landlord/Tenant, and Personal Injury matters.
Tetra serves on Delaware’s Board of Bar Examiners and on Board of Directors for Delaware’s
Community Legal Aid Society, Inc. She is also a member of the Delaware Bar Association, Kent
County Bar Association, Terry Carey Inns of Court, and the Delaware Court on the Judiciary’s
Preliminary Investigatory Committee where she investigates complaints against judicial officers
in Delaware.
A proponent of community service, Tetra is actively involved with her church, The Family Church
New Jersey, leads a women's empowerment group, and is a former Mrs. Delaware America
(2016 & 2021).
Tetra's greatest accomplishment is what she lovingly calls "All Things Shockley," her husband,
Jerome, and their two children, Tierra and Jaden.
